Update: Meta Horizon Managed Services Will Be Free Starting Feb 20, 2026

Live updates regarding Meta Horizon managed services (HMS) and what it means for customers managing Meta devices at scale.

On January 15th, Meta announced that HMS would be free starting February 20, 2026. As a reminder, Meta Horizon managed services is Meta's required business platform for enrolling Quest devices into device management.

What is changing

Starting February 20, 2026:

  • HMS will be free to use!

  • Meta will stop selling their commercial SKUs (however you will continue to be able to buy and manage consumer Meta devices).

  • HMS will enter maintenance mode through January 4, 2030. During this time, Meta will continue to fix bugs and provide support. ManageXR will continue working closely with Meta to ensure a stable and reliable device management experience through HMS and ManageXR.

What is not changing

Importantly, these changes do not impact ManageXR’s ability to manage Meta devices or your existing workflows.

  • All Meta device enrollment will continue to happen through HMS. There is no legacy or alternate enrollment method.

  • You will still be able to purchase consumer Meta devices and enroll them into ManageXR through HMS.

  • ManageXR remains fully committed to managing Meta devices at scale.

  • ManageXR is still an official Meta partner and remains officially integrated with HMS.

  • Existing device management features and workflows remain unchanged via ManageXR.

What this means for customers

This update is a net positive for organizations managing Meta devices at scale!

  • Device enrollment through HMS will be free starting February 20, 2026.

  • Organizations can continue using HMS and ManageXR together with no disruption.

  • Meta has committed to maintaining their HMS product through January 4, 2030.

FAQs

Can new customers still get free HMS licenses? Will people not currently signed up for HMS be able to sign up after Feb. 20?

Yes. Starting Feb 20th, 2026, new customers will be able to self-serve and sign up for Horizon managed services at https://forwork.meta.com/meta-horizon-managed-solutions/sign-up/. You will not be charged for HMS.

Will Meta explicitly support models other than Quest 3 and 3S? What about Quest 2?

Quest 2 devices can be enrolled in ManageXR via Horizon managed services and will remain supported by ManageXR.

I recently purchased HMS. Can I get a refund?

The new HMS pricing (free!) applies starting on Feb 20, 2026. Existing HMS monthly subscriptions will stop being billed after that date. If you have questions about the terms of your subscription, contact your Meta account representative or email support@meta.com.

How will deployments look in 2030 once the maintenance period for headsets deployed via ManageXR with Meta Horizon Managed Services (HMS) is over? Will the devices continue working as they do today, or will they need to be reconfigured or replaced?

While it is not possible to make specific commitments about platform behavior beyond the HMS maintenance period, ManageXR’s role has consistently been to provide stability and advocacy for customers through changes introduced by Meta.

We work closely with Meta to anticipate platform shifts, minimize disruption, and support long-term deployment continuity. We do not view the end of the maintenance period as a sudden or disruptive endpoint, and we will continue to proactively engage with Meta and communicate with customers as more clarity emerges on long-term support and any actions that may be required.

Do you recommend leaving legacy devices as-is rather than migrating them to Meta Horizon Managed Services (HMS) now that HMS will be free?

Whether to migrate legacy devices to Meta Horizon Managed Services (HMS) depends on your deployment requirements and the features you need. While HMS is now available at no additional cost, certain capabilities are only supported on devices enrolled through HMS, and the overall set of differences remains relatively limited.


We recommend reviewing our documentation that compares legacy and HMS-managed devices to help determine which option best fits your use case. It’s also important to note that migration from legacy enrollment to HMS is a one-way process. Once a device is migrated to HMS, it cannot be reverted to legacy enrollment.

As a managed service provider (MSP) managing several thousand devices enrolled in Meta Horizon Managed Services (HMS), will devices need to be reset if we migrate to ManageXR?

Yes. Migrating devices from HMS to ManageXR requires a factory reset and re-enrollment.

That said, we regularly support large-scale migrations from HMS to ManageXR and have a dedicated team to help guide this process. Our team can work with you to outline the required steps, identify efficiencies, and minimize disruption during the transition. If you are considering a migration of this scale, we recommend reaching out to @support@managexr.com to discuss your deployment and migration plan.

What is the long-term outlook for existing Meta Quest devices after 2030? Will deployments need to return to sideloading?

At this time, there is no definitive information on how device management will evolve beyond 2030. However, we expect Meta to provide a supported path forward for managing existing devices.

If future changes require alternative enrollment or deployment methods, ManageXR will adapt accordingly. Our goal is to ensure that device setup and ongoing management remain as simple and reliable as possible, and we will continue to provide tools and guidance to support customers through any platform transitions.

Does this mean organizations in regions not supported by HMS can now enroll devices in ManageXR?

Based on our understanding, yes. Devices in unsupported regions have always been technically capable of enrolling in HMS (and therefore ManageXR). Previously, the barrier was the requirement for a payment method from a supported region to purchase HMS licenses. Now that HMS is free of cost, we believe this barrier has been removed, allowing organizations in any region to enroll their devices in ManageXR.

Can we be sure that Meta will continue to provide OS updates on HMS headsets?

Based on our understanding, yes. The OS updates stopped previously because HMS headsets were running a separate business operating system that Meta no longer wanted to maintain. Now that HMS is free of cost, the OS is the same across all devices. HMS headsets should continue to receive regular OS updates along with consumer devices.

Is the Meta app store integration still in progress?

Yes. The integration is well underway from a technical standpoint. However, the recent headcount changes at Meta have created some uncertainty around timelines, and the final release of this feature is not guaranteed.
