Summary

ManageXR is an official third-party MDM integration with Meta Horizon managed services (formerly known as Quest for Business). The integration enables you to select ManageXR as your preferred device management solution directly in Meta’s Horizon managed services platform, enjoy a more streamlined device enrollment process, and gain access to more control over your Meta device in ManageXR. However this change also comes with some immediate and significant changes that should be considered for your current and future devices.

Key Takeaways

  • ManageXR is an official MDM partner with Meta

  • Meta Horizon managed services is required to enroll and manage Meta Quest devices with ManageXR (or any other MDM). You must have an MHMS subscription for these devices.

  • Enrollment via MHMS is low-touch. It does not require putting devices into developer mode or creating consumer Meta accounts.

  • Existing Quest devices on ManageXR will be referred to as legacy Meta devices – you can manage them as you always have, but they won’t gain access to some of the newest capabilities from our collaboration with Meta. We highly recommend that you do not factory reset any of your legacy Meta devices if you are not yet ready to migrate your existing fleet to Meta Horizon managed services.

  • All day-to-day device management remains inside the ManageXR console. You will only need to use MHMS to enroll new devices.

  • We're here to support through the transition and are working with Meta to find a smooth way to help you through getting any recently purchased devices under management.

Getting Started

Below is a list of all of our documentation that will bring you up to speed on our Meta Horizon managed services integration. Read on to learn everything you need to know!

1) What is Meta Horizon managed services?

Horizon managed services is Meta's solution for enabling Meta Quest devices to be used for work and education. Horizon managed services allows admins to manage user identities and enroll devices into an MDM of choice.

Key facts about Meta Horizon managed services

  • Create and manage Meta accounts: MHMS allows you to create managed Meta accounts individually, or in bulk. You may assign these identities to devices during enrollment if you're using devices in Individual Mode. See more info on device modes below.

  • Basic first-party MDM solution: Provides limited tooling for managing Quest devices using Device Presets. Most organizations will require a more powerful device management platform.

  • Low touch enrollment in approved third-party MDMs: Enroll devices in official third-party MDMs like ManageXR through Meta Horizon managed services. Does not require plugging devices into a computer.

  • Required for MDM use on Meta devices: It is not possible to enroll a Meta device in any MDM without using Meta Horizon managed services (this requirement was introduced with Meta firmware v74 in late February 2025)

  • MHMS subscription cost is free for two years: MHMS is free for two years with new device purchases through approved channel resellers. Reach out to partnerships@managexr.com to be connected to an approved reseller. Contact us at support@managexr.com if you have devices that you've already purchased separately.

2) Starting a Meta Horizon managed services subscription

The first step to add new Meta devices to ManageXR is to start a Meta Horizon managed services subscription. You can learn how to start a Meta Horizon managed services subscription here.

3) Enrolling a Meta device onto ManageXR through Meta Horizon managed services.

Once you’ve created a Meta Horizon account, you’ll be able to enroll new Quest devices onto ManageXR through MHMS. You can learn how to enroll new Quest devices onto ManageXR through MHMS here.

4) Understanding Meta Horizon Device Modes

Quest devices enrolled in ManageXR through MHMS must use Meta Horizon device modes. There are two device modes: Shared Mode and Individual Mode. These modes impact the experience of both managing a device as an admin and using the device. You can learn more about Meta Horizon Device Modes here.

5) Meta Shared Mode: Session Management

Most deployments use Meta’s Shared Mode in order to lock down the user experience into a simplified kiosk environment and avoid managing Meta accounts. Shared mode introduces the concept of user sessions, which is important to understand as you consider the impacts this may have on your end-user experience. You can learn more about Shared Mode Session Management here.

6) Understanding Legacy Meta Quest devices vs Meta Horizon enrolled devices

Your existing Quest devices on ManageXR will be referred to as Legacy Devices – you can manage them as you always have, but they won’t gain access to some of the newest capabilities from our collaboration with Meta. You can learn more about the differences between Legacy Meta Quest devices and Meta Horizon enrolled devices here.

7) How to migrate a Legacy Meta Quest device

In some cases you may wish to migrate your Legacy Meta Device to the new Meta Horizon managed services platform to gain access to new features enabled through our partnership with Meta. You can learn more about how to migrate Legacy Meta devices here.

FAQs

Be sure to check out the topic-specific FAQs in each of the resource docs linked above as well!

Do I need a paid subscription to use Meta Horizon managed services?

Yes. Moving forward, every new Quest device added to ManageXR will require a MHMS subscription, purchased directly from Meta. Meta released new pricing today, February 26th, 2025, and you can learn how to start a Meta Horizon managed services subscription here.

Can I still enroll Meta Quest devices through the Device Setup Tool?

No. It is no longer possible to enroll Meta Quest devices through the ManageXR Device Setup Tool. You must enroll the device through Meta Horizon managed services to manage it on ManageXR.

How does this impact my existing fleet of Meta devices already on ManageXR?

You can manage your existing Meta devices as you always have, but they won’t gain access to some of the newest capabilities from our collaboration with Meta. These devices will be referred to as legacy devices on ManageXR. Learn how legacy devices compare to devices enrolled on MHMS.

What happens if I factory reset one of my Legacy Meta devices on ManageXR?

If you factory reset your Legacy Meta device and want to re-enroll it in ManageXR, you will only be able to re-enroll the device through Meta Horizon managed services.

Do not factory reset any of your Legacy Meta Devices if you are not yet ready to migrate your existing fleet to Meta Horizon managed services.

Can I have legacy devices and new Quest devices enrolled via Meta Horizon managed services in the same ManageXR organization?

Yes, you can have both legacy devices and new Quest devices in the same organization. Learn more about the differences and how to distinguish between Legacy and non-Legacy Meta devices here.

Can I use Meta Horizon store apps on my Meta Horizon managed services devices?

For Meta devices enrolled through Meta Horizon managed services, the answer to this question depends which mode you’re using. You are not able to access Meta Horizon store apps while in Shared Mode, but you can access store apps while in Individual Mode. Learn more about the differences between Shared Mode and Individual Mode here.

If you are using Shared Mode and require specific apps from the Meta Store:

  1. Check if they are available on Discover XR

  2. Reach out to the developer and request that they share the app with you on ManageXR

  3. Reach out to support@managexr.com for further assistance with any developer-related activities

It is still possible to download and use apps from the Meta Horizon Store on Legacy Meta devices.

How does this partnership benefit me?

Deploying Quest headsets will be more expensive due to Meta’s new requirement for a Meta Horizon managed services subscription, but the product innovation we will achieve as a result of our partnership with Meta will be worth it. Some immediate benefits are:

  • Enhanced device provisioning: Remotely provision and enroll headsets into ManageXR without plugging the device into a computer.

  • Simplified user account management: No more Test Users or the hassle of manually creating multiple Managed Meta accounts.

  • Seamless Home Screen and Kiosk Mode: An officially supported implementation that ensures a smooth experience and minimizes disruptions from firmware updates.

  • Advanced Meta-Specific Device Controls: Gain deeper remote management capabilities, including control over sleep settings, PIN-protected device settings, store and social feature restrictions, time zone configuration, and more.

  • Remote streaming for Quest devices: This long-awaited capability was released recently and is a direct result of community feedback to Meta.

Exciting new developments are on the horizon, as our partnership with Meta will continue to unlock even greater control over Quest hardware. Stay tuned for more coming soon!

Are the new requirements to pay for Meta Horizon managed services preventing you from growing your fleet or adding existing devices to ManageXR? We understand Meta’s new requirements are difficult to navigate on short notice. We’re actively working with Meta to find a solution. Please reach out to us at support@managexr.com.

I have additional questions, how do I get help?

We know that deploying XR is hard, and we’ve always aimed to make it easy. This transition is no different: we’re here to support you and are committed to making it seamless.
